The Dept. of State logo is all over the Internet. But I guess the twerp feared that if s/he used the real one s/he could be in trouble for some sort of federal forgery.

Actually that's not a bad observation. I know for a fact that it's a crime to use some government office logos without permission. It wouldn't be surprise me if it's a blanket offense, worthy of instant termination and possibly federal jail time.

Which makes the person who released it not just dishonest, but stupid as hell, as a fake logo was not required. No logo at all would have passed muster.

It has been my observation with forgers of a certain kind that they often prefer to err on the side of too much than too little.

State communications are usually very plain pieces of paper with text printed on them by computers. Only some kinds of official documentation, usually that going to addressees outside the gov't get any sort of logo. And that's usually in b/w because Uncle is cheap. He may pop for blue ink, but a full color job? Nope. Even the White House uses only blue on white.

There are also gross errors in the signature boxes of the memo. State does not use "MGT" as an abbreviation for Management and Management is a Bureua exclusive to State HQ in Washington. A couple of other things are used abroad, depending on exactly which office is involved. but for the sake of making life harder for assholes, I'll refrain from putting it out here. It can easily enough be found with about 5 minutes work, though.
