Senate bill S.2695, the "Federal Research Public Access Act of 2006" is a step in the right direction. Unfortunately it has been left in committee since May.
If passed all research fully or partially funded by NIH, NSF, USDA etc would have to file all research papers in digital repositories. They would have up to six months after initial publication in peer-reviewed journals to comply.
Duesberg is one of the intellectual titans. He gave a talk at the Cancer Genetics Branch of the NCI last year. Knocked their socks off.
